Congressionally directed spending (CDS) requests direct specified amounts of money to state and local governments or to eligible non-profit entities for a specific project at a specific location.
Programmatic spending items are funding requests for national and regional programs and/or bill report language requesting an Agency or Department to carry out an action. The deadline for Programmatic requests was Wednesday, April 20th, 2022.
Note that any Congressionally Directed Spending requests are for informational purposes only and are not an application for federal funding. Submission of such requests does not constitute a binding commitment on any party nor a guarantee that any organization will be awarded funding from any federal agency through this process. Furthermore, the submission, review, and approval of applications for federal funding will be carried out consistent with federal agency rules and regulations.

Only non-profit entities, public institutions, and state, local, and Tribal government entities are eligible to make Congressionally Directed Spending requests. Projects cannot be designated for private individuals or for-profit entities.
Additionally, the federal appropriations process can take many months. Please keep this in mind when submitting your interest forms.
