During the hearing, Senator Heinrich emphasized the need for a universal code of standard for buildings that can be enforced by the service branches or local inspectors. He raised the challenges military installations face in addressing concerns because of the lack of universal standardization. Heinrich also advocated for a tenant’s bill of rights and using that as a tool to address issues with private contractors.
